She received her J.D. in 1987 from Santa Clara University School of Law with an emphasis in public interest law and real estate transactions.  She has in-depth experience in real estate and development transactional work.  Prior to joining NFH she worked as an attorney for Spaulding, McCullough & Tansil, LLP in Santa Rosa, CA, as a consultant to Resource Land Partners, Inc. in Greenbrae, CA, and as in-house counsel for the Trust for Public Land, in San Francisco.  Pamela serves as a volunteer advisory committee member for the City of Petaluma on real estate development proposals. As a staff member of NFH and SALT, Pamela is a sought-after consultant because of her broad expertise in real estate development.  She is also in charge of NFH’s grant based project work.

Pamela also advises employers on structuring and implementing community assisted shared appreciation (CASA) loan programs for their employees and on the benefits of such programs for the workforce and the community.  Pamela works with private and nonprofit real estate developers providing advice on the planning, structuring and implementation of residential and commercial development, including issues related to affordable homeownership.  Pamela heads up SALT’s Strategic Landbanking Initiative.  Under this program, Pamela works with individuals, businesses and developers to identify and secure lands by donation for more valuable use by the community in the future.  Using forward-thinking acquisition strategies, SALT identifies opportunities to increase the number of affordable homes through infill projects along transportation corridors in the Bay Area.
